In 1994, Inuit in Canada’s four land claims settlement regions formed PAIL, committed to initiating and developing economic opportunities for Inuit to promote financial self-sufficiency of Inuit individuals and communities.

Today, PAIL is an organization wholly owned by seven shareholder corporations representing Canada’s Inuit community. These organizations Include: Inuvialuit Development Corporation (IDC); Nunasi Corporation; Makivik Corporation; the Nunatsiavut Group of Companies (NGC); Qikiqtaaluk Corporation; Sakku Investments Corporation, and Kitikmeot Corporation. PAIL’s first initiative was to pursue the award of the North Warning System operations and maintenance contract through a Joint Venture with ATCO Frontec.
